1-Day Tournament Rules and Regulations Boys and Girls - Ages U7-U16

1. Travel and Recreational Rules

Tournament play is governed by FIFA laws as modified for Youth by the USSF & USYS. The League operates in accordance with policies of NJYS regulations, unless modified herein.

The Tournament Committee, PSA, NJYS, Pinelands Regional School District and/or Township of Little Egg Harbor are not liable for any accidents or injuries occurred during the tournament.

The Tournament Committee reserves the right to decide all matters pertaining to the Tournament. All decisions of the Committee are final.

The Tournament Committee may change schedules and rules listed. The Committee will have final authority regarding rule interpretation and the rule changes.

The field decisions of the referees are final and binding. No appeals or protests are permitted.

No refunds will be given to any teams, for any reason, if the team withdraws from the tournament once it has been accepted.

Applications must be completed in full and submitted at least 30 days prior to the tournament date. Failure to do so may result in denial of the application.

2. Eligibility, Roster and Registration requirements

A league approved roster is required for each team. Rosters cannot be changed once they have been registered. Players must have current validated passes from their appropriate State Association from the team on which they are participating. Players may only be carded to one team. Coaches must have current passes available at all games.

At the Tournament Committee’s discretion, player passes and rosters may also be inspected by a member of the Tournament Committee before any game at the field of play. Passes may also be collected by the referee(s) prior to each game and returned after the game. In the event a player will not be present for the first game, but will be competing over the tournament weekend, their pass must be presented at this time also.

All players must have notarized Medical Release forms. Players may NOT be permitted to play wearing casts, splints, or any other items deemed dangerous by a Tournament Committee Member or officiating referee.

Out of state teams must have an approved permission or notification from their association.

Competition is open to teams composed of a maximum of eighteen (18) players for U12 and older teams and a maximum of fourteen (14) players for U11 and younger teams.

There can be no more than 4 guest players, as long as the total number of players does not exceed the maximum roster size. Guest players must also have a validated pass and Notarized Medical release form.

All games in which an ineligible player participates will be forfeited. Any team fielding an ineligible player is subject to disqualification from the tournament.

Games are open to age groups U7-U16 as specified on Host Tournament Application. Final team bracketing will be assigned according to the number of entries in each age group. The Tournament Committee reserves the right to combine teams into divisional play, if necessary. All accepted teams will have their schedules posted on the Pinelands Soccer Association website. www.pinelandssoccer.org .

A representative from each team must present themselves the Friday night before the tournament date. Registration will be held at Pinelands Regional High School from 5-8pm. Teams may request to register 1 hour before their 1 st game and between 7:30-9:30 am the day of the tournament, which ever is earlier. Requests must be made in writing one week in advance of the tournament date. NO EXCEPTIONS.

3.Games

Each team will be scheduled for three (3) time-shortened games based on participating applicants. The HOME team will be the first listed on the tournament schedule.

All players are required to wear shoes and shin guards that meet FIFA specifications during all games. No jewelry of any kind is allowed. All players are required to wear acceptable and identical uniforms with legible numbers on the back of their jersey. When the colors of the jersey’s conflict, the HOME team is expected to wear an alternate jersey. The assigned referee will determine if a uniform change is necessary.

The Tournament Committee reserves the right to alter the length of any game. Referees will keep time with a running clock.

All games will have a 5-minute break between halves.  U7 will play two 15-minute halves.

 U8-U11 will play two 20-minute halves.  U12-U16 will play two 25-minute halves.

U11 and younger teams will play eight (8) to a side (including goalie). U12 and older will play eleven (11) to a side (including goalie). A minimum of 6 players is necessary to start each game.

Spectators should remain on the opposite sidelines of the team and coaches.

No coaching will be permitted within eighteen (18) yards of the goal line or from behind the goal line.

Exchange of pin or patches is expected.

In the event of adverse weather conditions or field conditions that pose a risk to the health or safety of the players, the Tournament Committee will have the authority to change the games as follows:

 Relocate and/or reschedule any game.  Change duration of any game.  Cancel any game.  Games terminated after the first half will be considered official and the existing score will

be unchanged.  Games terminated during the first half will be considered a tie, regardless of existing

score.  Cancellation of games or the entire tournament because of inclement weather and/or

unsafe playing conditions shall be the decision of the Tournament Committee. Unless advised through the Committee, website or hotline, teams must appear on the field as scheduled or failure to do so will result in a forfeit.

 If the tournament is postponed or rescheduled, all teams that intend to withdraw from the revised date must do so in writing within five (5) days of the notice date in order to qualify for a refund. The rain date for this tournament is the following Saturday of the initial tournament date.

 In the event that the tournament is cancelled before the start of the tournament, a minimum of 80% of a team’s entry fee shall be refunded.

4. Ball

The home team will supply the game ball of appropriate size as listed. Age groups will use the size ball listed below:

5. Substitutions

Unlimited substitutions with the permission of the referee are allowed as follows:  Prior to a throw-in by either team,

 After a goal has been scored by either team,  Prior to any goal kick by either team,  At the beginning of the second half,  In case of an injury: if the injured team exercises its right to substitute, the opposing team

shall be allowed to substitute, one for one.  Following a yellow card.  There will be no substitutions for an ejected (red carded) player.

6. Mercy Rule

In the spirit of the game, we ask that ALL teams observe the Mercy Rule by not outscoring a team by more than six goals.

7. Referees

All travel games will be officiated under the USSF approved system. A three-man system will be used whenever possible in games as determined by the availability of the referees.

In games where only one referee is present, each team will be required to provide an adult linesman who is acceptable to the referee. That individual is considered a game official. They shall remain neutral in all calls and may not engage in any coaching whatsoever from the sideline.

If the referee does not arrive by the scheduled game start time, the coaches for the playing teams should 1) notify a member of the Tournament Committee and 2) agree upon a volunteer referee who shall referee the game until an official referee arrives. Upon the arrival of an official referee, that referee shall assume responsibility of the in-progress game at the next stoppage of play.

At the conclusion of each game, the Referee will sign the game report and forward the official game report to the Field Coordinator. The report includes the score, the name, number and circumstances of any player, coach or other individual who has received a yellow or red card. Each team’s Coach or Manager must sign the game report. If a Coach or Manager refuses to sign, the Referee or Tournament Committee member shall note the reasons for the refusal. In case of discrepancies, signed game reports shall prevail.

8. Awards and Standings

As per NJYS tournament hosting rules, all U10 and younger play must be non-results oriented. Due to time restrictions, there will be no playoffs and all players will receive participation awards.

Should the tournament committee decide to hold standings, standings apply to U11 and older. Points awarded as follows:

The team with the highest point accumulation at the end of play will be declared the winner. In the event of a tie on points, the winner will be determined as follows:

 Head to Head Competition  Most Wins  Fewest Goals allowed

 One (1) bonus point will be awarded for a three (3)-goal differential per game and one (1) additional point will be awarded for a shutout.

 Any team who violates the mercy rule will have a point deducted and the above rule will not apply.

 There will be no overtime for stoppage play. 9. Prohibited

Any violations of this rule by anyone associated with the team or group of teams will lead to forfeiture of games. This applies to all locations in which games are held. The following are prohibited;

Domestic Pets Alcoholic Beverages Cooking Fires Motorized Vehicles such as golf carts, etc. unless approved by the Tournament Committee, and must be driven by someone with a valid New Jersey Drivers License.

All players and coaches are expected to conduct themselves within the spirit and to the letter of the Laws of the game.

Coaches are not only responsible for their own conduct but also the conduct of their players, parents and spectators.

Any player/coach ejected from a match (red card) must sit out the remainder of the match and the next match. In the event the ejection is for fighting or physical assault, the player/coach may not participate in any further tournament play. Failure to follow this rule will result in a forfeit by the violating team.

Spectators, parents and coaches may be ejected for unruly behavior. The state associations will be notified of any red card is given and further disciplinary action may result.

Any game suspended by an official because of interference, harassment, or any actions by a team which prohibits the referee from continuing the match will result in a forfeit by the offending team. The referee(s) will judge these situations and will be considered official.

11. Emergency Services

Information on emergency services, police, hospitals and first aid is available at each site headquarters.

12. Miscellaneous

Fundraising of any nature is only allowed with prior written approval from the Tournament Committee.

Under no circumstances, will the Tournament Committee, Pinelands Soccer Association, Pinelands Regional High School, or Little Egg Harbor Township be held responsible for any expenses incurred, including tournament fees by any team due to, but not limited to, part or whole cancellation of the tournament.

Any team disqualified from play or by the tournament committee will be ineligible for awards or refunds.
